Nigeria and Brazil’s Bilateral Trade Agreement: A New Era for Aviation, Trade, and Cultural Exchange

A Historic Milestone
On 25 August 2025, Nigeria and Brazil marked a new chapter in their economic and cultural diplomacy with the signing of a Bilateral Trade Agreement. At its heart lies a transformative development for the travel and tourism sector—the establishment of direct flights between Lagos and São Paulo.
The new 9–10-hour direct route transforms what was once a 20-hour journey with stopovers, creating a strategic corridor between Africa’s largest economy and South America’s industrial powerhouse.
The Legal and Strategic Framework
The direct link is anchored in the Bilateral Air Services Agreement (BASA), negotiated through high-level consultations dating back to February 2024, when Presidents Bola Tinubu and Luiz Inácio Lula da Silva first revisited the idea at the African Union Summit. By October 2024, Nigeria’s Aviation Minister, Festus Keyamo, and Brazil’s Minister of Ports and Airports, Silvio Costa Filho, launched a joint working group, leading to the August 2025 signing in Brasília, which marked the establishment of enforceable obligations under international aviation law.
Two carriers—Air Peace and Caverton—have been designated as operators of the Lagos–São Paulo route. The first commercial flights are expected to commence in late November or early December 2025, operating three times a week.
Implications for Trade and Tourism
1. Trade Expansion
Brazil remains a critical partner in the oil & gas, agriculture, and manufacturing sectors. With direct flights, Nigerian exporters can now reach Brazil’s 200 million+ consumers more quickly, while Brazilian firms gain streamlined entry into Nigeria’s energy and infrastructure sectors. Reduced transit times will especially benefit perishables and high-value cargo.
2. Tourism & Cultural Exchange
São Paulo is home to one of the world’s largest Afro-Brazilian communities, with deep historical ties to West Africa. This direct link encourages cultural tourism, education exchanges, and heritage exploration. Nigerians can engage Brazil’s carnival culture and hospitality sector, while Brazilians can immerse themselves in Nigeria’s diverse traditions. 3. Diplomatic & South–South Cooperation
This air bridge strengthens South–South cooperation, shifting away from dependency on Western transit hubs. It reinforces Nigeria’s ambition to become West Africa’s aviation gateway and Brazil’s desire to diversify its global partnerships.

Legal Considerations for the Aviation & Travel Sector
For travel and legal stakeholders, the BASA opens opportunities but also imposes responsibilities:
- Regulatory Compliance: Both carriers must adhere to the International Civil Aviation Organisation (ICAO) and the Nigerian Civil Aviation Authority (NCAA) standards, which cover safety, security, and consumer protection.
- Commercial Contracts: Airlines, tour operators, and cargo agents should ensure robust MOUs with clauses covering liability, cancellations, service levels, and dispute resolution.
- Customs & Cargo Protocols: Streamlined customs and bonded warehouses will be vital for maximising cargo efficiency.
- Risk Management: Force majeure provisions must account for volatility in aviation fuel pricing, forex challenges, and political risk.
- Strategic Partnerships: Interline and code-share agreements with LATAM Airlines and Brazilian carriers could expand connectivity beyond São Paulo to the broader South American region.
